You ought to be connecting to SDL TMS from version 11.0 onwards, as this now includes the API's needed to configure a TMS engine properly.
The Quality Assistant server accesses the translation memory sequence you specify for suggestions. Suggestions are then provided to your author in the Quality Assistant panel of the SDL TMS. These suggestions are ordered on the basis of % match, then by occurrences (number of translations). When viewing the suggestions, the author can choose whether to replace the text with a suggestion or to skip.
