Example transfer framework

In this use case, by combining the desired flow of items with the security framework, you can see which users can make the various content flows possible.

Submitting developed items for testing
For this transfer, Testers have full rights, both to export (read) from the Development Server and to import (write) to the Test Server. But Web Developers and Publication Managers can also export from the Development Server.
In practice, the best policy is to let the Web Developers and Publication Managers decide when to export. After all, only they know when their structure or layout items are ready for testing. You might even enforce this by explicitly denying Testers the right to read (export) from the Development Server.
Supplying test content for testing
To supply test content from the Production Server to the Test Server, Testers can transfer the content from start to finish, since they have export (read) rights on the Production Server.
Alternatively, Authors or Editors can export test content as well, after which the Testers can import it. In practice, the best policy is to let the Testers perform the entire transfer, because this task does not really concern Authors and Editors.
Transferring approved structure and layout

To transfer structure and layout from the Development Server to the Production Server, two parties are needed. The export can be performed by a number of groups: Web Developers, Publication Managers and Testers; the import can only be performed by a Site Manager.

There are various ways of deciding who will perform the export. On the one hand, Testers might be given authorization to do it, since they are the ones who actually approve the items. On the other hand, the developed layout and structure are 'owned' by the Publication Managers and Web Developers, respectively.

Regardless of who performs the export, it is the Site Manager who makes the final decision to import these items into the Production Server. It is also the responsibility of the Site Manager to verify that these items are, indeed, fit for import.
